Knight Frank appoints regeneration and infrastructure specialist to lead Public Sector Advisory team
Property consultancy Knight Frank has appointed regeneration and infrastructure specialist Richard Dixon to lead its Public Sector Advisory team.
19 August 2026
With more than 25 years' experience partnering with government, investors, developers and institutional capital providers, Dixon has played a leading role in some of the UK's most significant infrastructure, regeneration and public-private investment programmes.
The appointment comes as public sector organisations increasingly seek innovative approaches to estate optimisation, regeneration and infrastructure delivery to support growth while simultaneously responding to funding and service pressures.
Prior to joining Knight Frank, Dixon served on the Executive Board of Morgan Sindall Investments, leading investment strategy, commercial leadership and capital allocation across a portfolio of nationally significant projects and programmes. He also chaired several major public-private regeneration joint ventures, bringing extensive experience in managing complex stakeholder relationships. He oversaw the deployment of more than £1 billion of capital and the delivery of regeneration and infrastructure projects worth over £2 billion, including NHS Lift, Scottish Hub, the Priority Schools Building Programme and Building Schools for the Future.
At Knight Frank, Dixon will lead the Public Sector Advisory team, working with local authorities, blue light organisations, central government departments, NHS organisations, investors and delivery partners to develop commercially robust strategies that enhance public sector estates, unlock investment and maximise long-term value for communities.
Charlie Hart, Partner at Knight Frank and Head of Development Land, said: “Richard's experience sits at the intersection of public policy, investment, regeneration and delivery, making him uniquely placed to help our clients navigate increasingly complex development and infrastructure challenges. With Richard at the helm, we are bringing together a market-leading, multidisciplinary team that offers clients deep public sector expertise coupled with Knight Frank’s extensive property, development, investment and regeneration capabilities.”
Richard Dixon added: “At a time when public sector organisations are under increasing pressure to do more with less, the role of property and place in securing better outcomes has never been more important. In my new role, I am committed to helping Knight Frank’s clients unlock investment and optimise their estates to deliver regeneration and infrastructure with lasting economic and social value.”
Knight Frank’s Public Sector Advisory team specialises in estate strategies, PFI advisory services, HMT Green Book business cases, funding solutions and delivery models. The team advises on projects ranging from portfolio reviews and regeneration schemes to infrastructure programmes, new settlements and strategic growth locations, helping clients achieve sustainable long-term economic, social and service delivery benefits.
