A completion notice is a formal notice from a local authority that defines when a property is treated as complete for council tax purposes. It ensures you are only taxed when appropriate and can be challenged within 28 days if incorrectly issued.
Deletion requires evidence of structural change or use change (e.g. demolition or conversion) and must be submitted to the Valuation Office with supporting documentation. Billing authorities still expect payment while a proposal or appeal is in progress.
