The Team

The Leasehold Reform & Litigation team at Knight Frank is made up of a team of valuers with a combined 50 years’ worth of experience. Acting for both Leaseholders and Landlords in London and across the country, for a variety of services.

Jeremy Dharmasena

Jeremy heads up our Leasehold Reform & Litigation department. He specialises in advising Landlords and Tenants on premiums for statutory lease extensions and freehold collective enfranchisements of flats in accordance with the Leasehold Reform, Housing & Urban Development Act 1993, and for enfranchisements of houses under the Leasehold Reform Act 1967. He takes pride in delivering a professional service and achieving the best deals in negotiations, whilst having an open and commercial outlook in applying the legislation. He works with many leading solicitors and barristers and has appeared as an expert witness at the First-Tier Tribunal and the Upper Tribunal. In addition, he undertakes valuations in connection with negligence claims and other expert witness work where litigation is involved. He has been Highly Commended as an expert witness at the Enfranchisement and Right to Manage Awards and chairs Knight Frank’s Litigation Forum, drawing together expertise from around the Firm. A Member of the Royal Institution of Chartered Surveyors since 1996, he is also an Accredited RICS Valuer, affiliated with their Residential and Valuation Groups.

Vanda Kelsey

Vanda qualified as a chartered surveyor in 1998 and is a Partner in the Leasehold Reform & Litigation department. She is also an Accredited RICS Valuer. Vanda has a broad range of experience in property built up over many years spanning both the commercial and residential sectors. Before being recruited to the Leasehold Reform team in 2004, she dealt with hotel and leisure related sales, acquisitions, and professional work, providing valuations for various purposes, including finance. Since 2004, Vanda has advised landlords and tenants in both statutory and voluntary enfranchisement claims; for flats, houses and blocks of flats in collective enfranchisements. She has appeared at the Tribunal on numerous occasions as an Expert Witness and was a finalist in the Valuer of the Year category in 2015 and finalist in the Expert Witness category in the 2016 Enfranchisement and Right to Manage Awards.

Vanessa Griffiths

Vanessa joined Knight Frank from South East Leasehold in September 2010, where she acted principally for Leaseholders. Since qualifying as a Chartered Surveyor in 2012, she has developed her knowledge and experience in Leasehold Reform work acting on behalf of landlords and tenants and was made Partner in 2018. Vanessa is also an Accredited RICS Valuer, APC Assessor and iSurv Author. Vanessa currently advises a number of landlords, including Church Commissioners for England, Bourne Capital, Derwent London and The London Borough of Wandsworth.

Oliver French

In January 2019 he joined as a Partner at Knight Frank in the Leasehold Reform & Litigation department acting for both landlords and tenants in enfranchisement claims, giving expert witness evidence, and undertaking residential valuations for litigation purposes. Prior to joining Knight Frank, Oliver was head of the enfranchisement team at another global firm, where he had been employed for 14 years in which time he has worked as part of the team responsible for the strategic asset management of a London portfolio, carried out annual portfolio valuations, providing expert witness valuations for third party determinations, loan security, and tax valuations. Oliver specialises in Leasehold Enfranchisement valuations and has given expert evidence before the Leasehold Valuation Tribunal, First-tier Tribunal, and Upper Tribunal on many occasions representing either landlords or leaseholders. In June 2015 he won the Valuer of the Year award at the News On The Block Enfranchisement Awards and in July 2015 was listed in the Hot 100 in the Enfranchisement sector. He qualified as a Chartered Surveyor in 2004 and is also an Accredited RICS Valuer.

Francesca Burchill

Francesca graduated with a 2:1 degree in Planning and Property Development BA (Hons) in June 2016. In September 2016, she joined Knight Frank as a graduate and qualified as a Chartered Surveyor in 2018. This involved gaining experience within a number of different departments. She is also registered as an Accredited RICS Valuer. During the graduate scheme, Francesca attended a wide variety of training sessions including the National Federation of Property Professionals (NFoPP) in order enhance her understanding of Residential Lettings and Property Management. Following her qualification, Francesca has become a permanent member of the Leasehold Reform & Litigation Department and has since gained experience and knowledge working on a number of statutory lease extension enfranchisement claims, acting on behalf of both landlords and tenants. She also advises on premiums in connection with licences for alterations.
